Study Scheduled for February–March 2026
The National Council of Educational Research and Training (NCERT) will conduct a Foundational Learning Study (FLS) to review the basic learning skills of Class 3 students in Delhi during the current academic year.
According to the Delhi State Council of Educational Research and Training (SCERT), the study will likely take place between February and March 2026. Authorities will conduct the assessment in selected sample schools, and officials will share the list of participating schools in advance.
Why NCERT Is Conducting This Study
Strong Focus on Reading, Writing, and Maths
NCERT designed the Foundational Learning Study to understand how well students develop reading, writing, and numeracy skills by the end of the foundational stage.
Moreover, SCERT and NCERT are working together on this initiative to strengthen early education standards and improve classroom learning outcomes across Delhi schools.
Sample Tasks Shared to Support Preparation
Teachers Asked to Guide Students Actively
To prepare schools, NCERT has shared sample assessment tasks in Hindi and English. These tasks help teachers and students clearly understand the assessment format and expectations.
Additionally, SCERT has directed school principals to ensure that Class 3 teachers actively support students during practice sessions. Schools should also introduce different types of practice questions so students can build confidence and improve core skills.
Study Is Not an Exam or Test
No Marks, Grades, or School Ranking
NCERT has clearly explained that the Foundational Learning Study is not an examination. Instead, it works as a diagnostic learning survey.
As a result:

Schools will not face ranking or evaluation

Teachers can focus fully on learning improvement rather than scores

Data Will Help Improve Teaching Practices
The results of the study will help education authorities make better policy decisions. Furthermore, the data will support improved teaching methods and help strengthen foundational education goals under the National Education Policy (NEP) 2020.
Finally, NCERT highlighted that school cooperation remains essential for the successful execution of the study and for ensuring strong learning outcomes for young students.
